[SpaceProgram] sea vs. spacesteading

yeah, I was planning on having it shallower than 30 feet to avoid big
pressure changes. I was thinking of ice diving, when you stay shallower
than 30 feet so you can swim up to the surface fast at any time without
much danger but I forgot about the issue of a super long underwater stay.
