[SpaceProgram] Bylaws -- Membership

Additionally, as a US Corporation (501c3 or otherwise) HSP (or whatever we call it) needs to vet its members and their designated representatives to avoid conflicts with IRS code (if we are 501c3) and various laws on international business (specifically some dealing with supporting terrorism). The latter can get us into big trouble, if a member space is suddenly declared/found to be supporting activities deemed in opposition to USGovt.

Thats a big stumbling block for us and many member spaces. it can be particularly tricky to determine ahead of time if a particular person or hackerspace is in deemed suspect by USGovt.  Of course the govt wont tell, and people probably would not know.  bleech.
