In some regards I agree that coordination and yearly gathering may be more difficult to find funding for than individual projects. On the other hand the coordinating agency can focus on the big dream (whether it's Building a space colony, getting to mars in 20 years, 100 year starship, whatever).
I have a feeling we could get more people interested and donating via sources like kickstarter for something like that, if marketed right, than something essential but unglamorous like satellite testing equipment or building satellite ground stations. Of course each project should aim for their own donations too, and the marketing of the dream by the central coordinating organization could really feed into those.
