[SpaceProgram] HSP Proposal: feedback requested

We've been through this before:

I think what we would want to replicate here is the success of the Arduino
brand, where the blueprints are completely open source but yet people still
choose to pay a premium to buy Arduino branded products. To do this, it's
self defeating to state that a project within a HS is only to be
exclusively shared within the HSP community because 1) news wouldn't
percolate to the wider world and 2) it's hard to seek crowdsourced input
and attention.
