[SpaceProgram] Our Response to the DARPA 100 YSS Study RFI

[The post was in the approval queue but I approved without paying attention
to the fact that it was "detained" because of the size of the attachment
(1.5MB).  Hope it is not too much of an hardship on everyone's mailbox and I
promised it won't happen again. Whenever possible, we should find a place to
upload it and link to large files instead.]

Thanks Huei Ming.  Your proposal is very good and I recommend everyone
having a read! Critical comments on both this proposal and the original
hackerspaces proposal would be quite helpful in coming up with a suitable
proposal for the RFP.
