There is a big discussion about this, because the issue gets in the
middle to two major value systems:  the desire of a system without
rulez, and the desire to accommodate everyone if it doesn't hurt
anybody else.  Unfortunately those two are on opposite ends of the
spectrum and are always in tension:  just like it is for the basis of
America:  liberty and justice for all -- two contrary aims.

The solution for this is leadership, a leader in the sense of someone
willing to take the responsibility for their space`s decision and also
helps defend everyone else within it.
