not sure what your local culture and laws are, but in the US the
continued personal advances as you describe are clear harassment and
can have legal repercussions if she wishes to peruse that.  If your
laws are the similar, It might be enough for someone to remind him of
that, even if it's not a board/staff person, but just another member
that he would trust.

either way, someone needs to let him know it's not cool.  Maybe
multiple people, a sort of "culture training".
