A lot of things can lead to vacant buildings.  Speculation is definitely a
big one.  But, complex contracts associated with land ownership... land
leases...  building ownership... building management... and space
leasing...  plus city state and federal regulation...  there's plenty of
legal blackholes for property to fall into resulting in the time honored
tradition of beurocratic collapse of civilization.

money. But when I see the place next door to our space, for instance,
slowly get destroyed by vandals it does make me wonder why someone
would not want to protect their invetment by having even a minimal
tenant.  Perhaps our eviction laws in this state make it too risky?
