<p>A lot of things can lead to vacant buildings. Speculation is definitely a big one. But, complex contracts associated with land ownership... land leases... building ownership... building management... and space leasing... plus city state and federal regulation... there's plenty of legal blackholes for property to fall into resulting in the time honored tradition of beurocratic collapse of civilization.</p>
