This seems like a great structure to use and has a built-in method to track whether people really can do what they hope to do (or at least it makes it more likely, since they've passed the "tests" for previous stages)

At stage 4, what do you mean by incorporating ideas into SpaceGAMBIT superstructure? I think there'd also be room to spin off a startup here. Since SpaceGAMBIT only has/will have limited funds, I think partnering with some incubators would be good at stage 3 or 4 to help make the projects a viable product and therefore more likely to actually be used.
