[SpaceProgram] National Space Society Milestones to Space Settlement

I think we could support proposals from all over this document. That is to
say we don't need to focus right now. We need to prove that hackerspaces
are creative and productive places for innovation. We could do a FTL
experiment if it was doable for 1-5k and had sufficient wow factor.
Criteria should be based on achievability, and wow factor. One should ask
ones self is this a low hanging fruit and are other people doing this.
Spots lacking are closed cycle ecological habitats, food production,
industrial and manufacturing processes, etc.

We can do focus areas and road maps later down the road.
