Underwater systems are also not so readily covered under ITAR - that is USA residents can talk about the technical details on public forums, conferences, etc. Discussions of tech for space itself (eg rockets, guidance, launch etc) will quickly attract attention of US Dept of State and can result in big fines and jail time.
