[Pen] Handheld Transceiver

I am looking for a handheld device to communicate in a remote part of the
mountains for *emergency use only*. Other than a handheld CB which is very
limited in transmission range. Would a HAM transceiver be a good solution?
What would the criteria be for my selection? It looks like there is a
pretty strong APRS network in my area so I could send an emergency message
for rescue.


I'm thinking something like this would be good,  but I would have to take
my amateur test:
