To throw another name in: I've heard only good things about 
https://uberspace.de/tech . They follow a "pay as much as you can/think 
it's worth" theme and support a broad range of software environments.

Website is only German currently, it seems...

Without good cause, I would abstain from running a root server 
(vServer). It's work.
