[hackerspaces] Member penalties

It is hard to get people to clean up after themselves.  We just keep
reminding everyone in hopes that it gets better.  Haven't had any abuse of
equipment though. Not sure what to do about that. We've joked about a "you
break it you buy 2" policy. But if someone breaks a tool or equipment they
should be a nice person and pay or help pay top fix it.
