[hackerspaces] membres hogging space and a lot of tables

We have a policy that unless stuff is given a parking permit, it goes back
into member storage when the member leaves. Parking permits need to be
signed by two other members to approve it being there for periods of up to
3 months.

If the member then leaves it there without the permit, it's fair game for
the bin, but generally we'll put a parking ticket on it. This means it will
be thrown into the boneyard if useful, or bin if not.

We also enforce the size limits of what you can put in member storage by
providing one large plastic tub per member. If you need more storage you
have to pay for it.

Our ticket system details are at http://hsbne.org/admin/tickets.html
