[hackerspaces] Accommodations for lower income space members

Technologia Incognita has a suggested fee for about 20 euros a month,
which is roughly what's needed for paying the rent, but there is a
minimum fee of 5 euros a month for those who for some reason want to pay
less or can't afford more. Furthermore, most of the time people are
welcome to visit anyhow when there is a member in the space. This
generally seems to work.
