[hackerspaces] SIP telephony / videophony network connecting all hackerspaces (was: Sister city hackerspaces).

This would be a GREAT project for us all to work on!  Share a How To guide
to set up all with a similar set up with a spare monitor, computer, web
cam, and mic and speakers with a simple UI so we just click on a
hackerspace name in the list and it "rings" up their similar "spacephone"
for someone there to answer.
Then we could eventually work in some sort of "open sign" in the space API
so it would show on the list if there is anyone at the space in the first
place that could answer.
Some spaces could even elect to keep their spacephone on 24x7 as a live
camera, etc.
