Hey,
At syn2cat in Luxembourg (W. Europe), we follow the "minimum fee" tactics : you pay a minimum of 114€ per year (around 160US$), but payable on a monthly basis on request. This allows the students/unemployed/etc folks to be a part of this space.
However, people who have a job are strongly encouraged to finance a bit more, with no minimum fixed. We just "encourage" them and it works more or less good.
What you need to know here is that we don't pay a rent, the local commune supports us with free space, electricity and heating...nice!
If not, we probably couldn't survive a long time on this minimum rent. We initially intended to make every member pay around 42€/month (around 60US$)...
