You can't force people to read a mailing list. But you can lower the
signal:noise ratio to the point that they give up on it.
I don't see a problem with having more than one list (or more than two,
for that matter).
My personal objection is to long threads about topics that go around in
circles with no new ideas presented. If you want everyone's opinion on
some particular issue, take a survey (and then do what you want-- that's
how hackerspaces work).
I've been mass-deleting threads that seem to be, shall we say, verbosely
uninformative.
