@Far, that's what I read into it.

To all concerned, I would never voluntarily invite the government in
nor trust them with anything I was directly responsible for. Just look
at the government's well deserved reputation of mucking things up for
the last 40 or so years...

Nobody in Washington does anything for anyone without getting
something in return. Nobody.
