But unfortunately laws are often created/defined by the governments that just
try to exploit them to increase their power (e.g. "war against terrorism
hype",) there is no society's interest at all, these laws definitely do not
follow the society's ethics.

In case we have the perfect laws. But we don't. We can agree that everything
that does not harm the other people can be classified like ethical - but it
doesn't need to be legal, e.g. homosexual marriages, voluntary euthanasia, etc.
