if you haven't, here's the proposal

remember, this is not a vote on any kinds of bylaws themselves, but a vote
for how we create the bylaws. as you recall, we've had a period of time
where we were drafting and revising this proposal and on monday after a
final round of BS&T, we agreed (via actual consensus!) to put this proposed
plan to a vote for everyone.

in summary, the proposed plan is to have draft articles of governance
drafted by Jul. 23 and approved by Jul. 31st. This is an ambitious timeline
but we can do it!

all the details are below and on the wiki. see all of you on monday night!
