[sudoroom] Proposal to rent biohack room and fishbowl

Hey, Rusty--

I think Matt hit exactly the right note.  Nothing here is engraved in
stone, we'll all learn, and as we do, things will clarify and change.
Jumping to conclusions?  Not really.  In any event, I'm sure that all needs
will be worked out.

My only point was that overloading requirements up front might not be a
great idea.  Simpler solutions have a higher probability of success.
