There are of course complications, both legal and technical, in trying
to do independent testing on electronic voting machines. I would be very
interested in collaborating with interested folks to take up Rappoport's
challenge. The Open Source Voting Consortium -
http://www.openvotingconsortium.org/ - is local here in the Bay Area -
and would be best organization to contact should we proceed with an EVM
project. They were the ones that got John Edwards to take an open source
voting position in the 2008 primaries, by the way.
They put together a Guide to Organizing a Teach In or Open Voting
Workshop -
http://www.openvotingconsortium.org/get_involved/activist_guide - which
has a very useful blueprint that can be used right out the box.
The Open Source Digital Voting Foundation -- http://www.osdv.org --
would also be good partners.
I've actually been working on this since before the 2004 elections. I
wrote about the standards-setting process for voting machines --

available). My article with Becky Bolin outlines three major areas of
debate among voters about election mechanics: voter verification,
testing, and independent review. Amongst the policy recommendations
made, I advocate(d) for state mandates to make the voting tabulation
code publicly available and open source. I also took part in the
successful effort in 2006 to invalidate the machines Connecticut was using.
Back to Rappoport and Sudo Room actually doing EVM testing. On the
technical end, this article by Joe Hall and Deirdre Mulligan in the same
volume is directly relevant to what we'd want to know -

dissertation "Policy Mechanisms to Increase Transparency in Electronic
Voting" is the most thorough and thoughtful discussion to date as far as
