[SpaceProgram] HSP Project Grants: One-Shot, Multi-Phase, Continuing?

So, my first reaction is that it's possibly too painful to deal with for
HSP (the organisation): one single $1K grant, or shaping n x proposals that
will not self-disqualify to get n x $1K grants.
That said, I think it's an interesting challenge, and might be worthwhile
proposing to hackerspaces to get their own pet space-related projects
partially funded: i.e. it would be $1K of the "matched funding" we could
provide through HSP.
