[hackerspaces] Let's use 'Announce' and 'Discuss' mailing lists again

Hi,

The Discuss and Announce lists have a new moderation team. We've
confirmed we don't have problems with subscription, or delivery to,
err, some specific popular mail servers anymore.
In the past, mails sent from non-subscribers have been dropped, since
they had to be manually approved, and it unfortunately wasn't looked
at. But that's not going to be a problem anymore.

So go ahead and use them, and feel free to forward this to your channels again.
