[hackerspaces] Governance questions

Here's the bylaws we came up with for Makers Local 256 so you can see
things like how the board members are elected and how often.  We are having
another board election tomorrow at our monthly member meeting.

And we have some shop rules for when people are actually there at the shop
to help give some structure to the place to keep it from being a mad house.
 Although most normal people know how to work with other normal people with
some inherent, common sense, internal governance.
