while this approach sure has all the totalitarian charm that's so
alluring when thinking of simple solutions for complex problems, it
will most likely not work.
you'd probably have to take a few legal hurdles before going ahead
with effectively repossessing (stealing is such a hard word for it)
property to throw it away or even monetize it.
depending on your local laws these hurdles may vary in number and height.
something that's probably involved is either an up-front signed
agreement and/or a lengthy process of giving notices and warnings.

we've had this discussion many a time at the local space and this was
basically always the result.
