[hackerspaces] Please explain this to me

I'm working on giving another talk for the cities library system. Rather 
than 3d printing, I'm talking about hacker spaces. While doing some 
research I came across this page.

Is this just something some one posted on the site or is this meant to 
be taken seriously? I'm not trying to start an argument or insult 
anyone. I'm honestly having a very difficult time connecting the dots.
