doubt it.
"1. a. No person shall sell or offer to sell a laser pointer that
exceeds one milliwatt in output power."
so only selling is banned. Possession/use is not mentioned.
Those that want to sell can label product as "may not be used for
aiming, targeting, or pointing out features" and call it something
other than a pointer, such as "laser projection pen"
what a poorly written bill, and a waste of time. it's not like NJ is
so large that it's not feasible for someone to drive to another state
to get one.
