Cloud computing is simply the commoditizing of cpu cycles and data
accessibility. If you think of cpu cycles and data data storage (both
transient and persistent) as a function of cost and volume. Sometimes
there is a fixed flat fee upfront as well but for the most part its
like paying for your electricity or water. The more you use the more
you pay.

Oh yeah and renting cpu time is nothing new.

The only thing new is using commodity hardware. That and memory
isolation. You seemingly get your own system and you are SUPPOSED to
be protected from other user's actions.

Scaling within the cloud or on commodity hardware in general is not
cloud computing nor is it unique to cloud computing. In fact if you
talk about scale you might as well just drop the cloud part... the
same problems can be solved by both physical and virtual machines.
Scaling is a problem not a platform.
