Just to elaborate on how we handle budgeting here:

We require that members pay us by regular electronic bank transfer -
this is ubiquitous in the UK/Europe and free for both parties. This
has the slight side-effect of being a bit of a hassle to change or
cancel (you have to log into online banking).

So we have a fairly low membership turnover rate, and we don't have to
nag people to pay their dues. It works really well for us.
