The US Congress who provides the money to NASA for the challenges has restricted us from awarding prizes to non-US citizens.  If a Team is formed to compete, they can have non-US members but the Team Leader must be a US citizen.  If a Team wins the challenge, the prize money is given to the Team Leader.  An individual competing alone would have to be a US citizen and a company would have to be a US entity to receive the prize money.
