[hackerspaces] Member Polices/Agreements

So at crash space we try to avoid making rules (engineer don't
legislate) but we're finding people are having a hard time
understanding all the awesome resources that are available. They
aren't feeling comfortable about jumping in and trying things so we're
slooowwly trying to think less in terms of "what are the rules" and
more of "what is the API for accomplishing things"

How to empower good behavior rather having to go around shaking
fingers at people...
