I'm not entirely sure about this, but over here in The Netherlands you're
supposed to clean the sidewalk in front of your house if there has been
snow or ice. I should research a bit more, but my understanding is that
if you fail to keep your curb clean, someone could fall and point to you
for neglecting your duty to keep it free of snow and ice..

It's not that odd actually, a bit socialist maybe and an anachronism
in the city, but on some level i quite understand the rationale..
