[hackerspaces] Roaming Membership USA Was: Inter-Hackerspace Cooperation and Membership

Perhaps just have a section for a "reciprocity policy" - all
hackerspace, out of state hackerspaces, etc.  Our policy will be like
Brazil's immigration policy: ours is as reciprocal as the other one's
is.
