Regarding safety questionnaires, tests, insurance and all that. And to
note I supose I'm European centric.
I would consider the whole deal a lot more 'liberal'. If parents allow
their kids to get out and come over, be it because they don't care where
they are, or specificly for this place. They should be aware of the
risks. But it is their responsibility.
As for the kids themselves, I always think it's a good idea to keep an
extra eye out, and if no-one can and you don't think it is safe, you
should be able to send them off.
I'll also gladly teach them about safety, but in the end I don't think
it makes any sense to either ban them, or end up having a lot
legislation/rules surrounding it. Keep it simple and case-specific.

Then again this might not work for you for whatever reason, but that's
what I think would be best.

On a more positive I'm all for involving kids in
hacker(space/lab/whatever) projects, they make the most wonderfull
little elements which can be so typically unpredictable. :)
