[sudoroom] Meeting Minutes Tonight

I've upped our settings to require that users both confirm via email and be
approved by a list moderator.

The stack hasn't been hard for me to get through easily, I'll probably turn
this configuration back down to merely "confirm" after a few weeks, just to
make sure this person doesn't try to run a script to subscribe a bunch of
users.
