[Spaceapi-devel] Specs v0.13 - when I consider it to be RC

Hi,

I want to explain you the process I'm following:

* working on OpenSpaceLint which means adding/modifying/fixing (new) 
features
* when OpenSpaceLint reaches v1.0 (might come right after v0.95)
** I consider the things done that I wanted to do
** I consider v0.13 to be RC1
* Revision - developer discussion, OpenSpaceLint changes if needed, 
when done v0.13 is considered RC2
* Announcing v0.13 as the new version
* Revision - public discussion, OpenSpaceLint changes if needed, when 
done v0.13 is considered stable
