 movement; they're interested in selling to us, so again it becomes a cost\benefit equation.<br>

Agreed, but in this precise case, this is not about not wanting to open to<br>

international participation, but it is a claim that they can not do so for<br>

unspecified legal reasons. That's quite different.<br>

Hence my demands for clarifications.<br>
