Hi flo, I would highly recommend my manufacturer that I use for TV-B-Gone remote controls.  They treat people very well, pay them well, train them well, and people stick around for a long time as a result.  They also give a decent price for their services.  I will email you separately to connect you and Mike Zhao, in California, who is the head of my manufacturer.  They may or may not be able to do quantities less than 500 for a good price (including shipping) -- but you can talk and see if it is a good match.
